How to retrieve erased data from a computer?

Today I was fixing my mom’s old computer but as soon as I installed wires,plugs, etc. As soon as I turned on the computer there was nothing on there. No task bar nor loading screen. I used the recovery system CD’s but nothing happened. Is there any possible way how to revive the computer’s system and data?
